SCHEMATIC, DESIGN, CONCEPTUAL, CONSTRUCTION, TENDER AND QUALITY ASSURANCE PLAN

DESIGN

  • Finalise the design outline and brief to enable the preparation of full design drawings.
  • Maintain liaison with public utility authorities to ensure the designs are in accordance with applicable codes, regulations and ordinances.
  • Liase with public utility authorities to agress utility connections in respect of power, drainage, gas, telephone and water services.
  • Prepare and ensure that the design drawings for the works have been coordinated, taking due consideration of structural, architectural and interior design requirements.
  • Prepare technical specifications for works, based upon sound engineering practice and cognizance ELECTRICAL, AIR-CONDITIONING, TELEPHONE & EXTRA LOW VOLTAGE SERVICES of local requirements and methods.
  • Provide and updated cost budget reflection the contact of the tender design drawings and specifications for the works.

TENDER

  • Advice on Tendering methods, contractual arrangements and the actual tender pre-qualification list if required.
  • Prepare and issue completed Tender documents to include Engineering Drawings, Specifications, Form of Tender, and general conditions of Contract as required, to enable competitive bids to be received and assessed.
  • Upon receipt of competitive bids, carry out a detailed analysis, issue questionnaires to clarify discrepancies, consider and apprise equipment / material alternatives, interview Tenders, evaluate financial soundless, and prepare recommendations to the client and architect for award.
  • Assist in the preparation of formal contact / Sub-Contract documents relating to the accepted Tenders for executing the works.

MECHANICAL

  • Prepare and implementation of Quality Assurance Plan under Jurutera Voonkonsult.
  • Responsibility through regular assessment to ensure that the systems and design detail in M&E Quality Assurance Plan.
  • To check any derivative Detail Design Quality Assurance Plan in order to ensure that the design teams under control are fully aware of their responsibilities.
  • To assist / co-ordinator with the M & E Design co-ordinator for all design management Procedures.

    QP – EN010 Preparation and control of Design Quality Plans.
    QP – EN020 Design Control and Co-Operation.
    QP – EN030 Design Team Review.
    QP – EN040 Design Verification.
    QP – EN050 Design Change Control.
    QP – EN070 Control of Technical Reference Documents.
    QP – EN080 Preparation of As Built Drawings and Operation & Maintence.
  • Planning & Co-ordination Procedures
    QP – EN030 Control of Documentation.
    QP – EN040 Request for Information Sheets.
    QP – EN050 Project Interface Controls.

SCHEMATIC

  • Liase with the Client, Architect, Structural Engineers and Other Members Of the Design Team to develop basic requirements such as size and location of Plant Room Services Ducts and the like to achieve a coordinated approach.
  • Prepare on calculations and establish optimum Plant Equipment Sizing and Operation. Received and assessed.
  • Prepare a ‘Design Outline’ containing design criteria, schematic, description of the works, and the like for comment and agreement between the appropriated parties.
  • Maintain a liason with Public Utility Authorities on matters of Principle in connection with the design of the works.
  • Ensure the designs are in accordance with applicable codes, regulations and ordinances.
  • Prepare schematic and sketch drawings for the work.
  • Prepare a cost budget estimates based upon the schematics and sketch drawings for the works.
  • Draft a detailed program for the design and construction of the works for the incorporation into an overall project program coordinated approved by others.
  • Attend design meeting as requested by the Clients or Architects.
  • Attend Client / Architects Briefing Meetings to finalize the Client’s requirement.

CONCEPTUAL

  • Investigate and consider data, information and reports relating to the Projects, and relevant to the works, either prepared by others or made available by the client.
  • Advise the clients of any special surveys / investigations of model test, or similar which may be required.
  • Initiate preliminary discussions with Government Authorities on matter of principle in connection with the design of the works.
  • Provide information of Statutory Codes, Regulations and Ordinances applicable to the works.
  • Define and clarify the ‘ End-Users’ requirements of the building.
  • Provide Preliminary Plant, Riser Shaft and Ceiling Space details, together with equipment weights, to enable to the architect and structural engineers to appreciate requirements in preparation of future sketch / schematic plans.
  • Prepare preliminary cost estimates for the works.
  • Provide computer analysis to establish an Engineering Evaluation of the affect of alternative architectural solutions on building energy usage of required.
  • Assist the Client /Architect to obtain approval to authorization necessary for acceptance of the works by local authorities having jurisdiction over the works.
  • Provide continual input to the Professional Team to update and maintain a realistic construction programme.

CONSTRUCTION

  • Attend client / consultant meeting as required.
  • Maintain Deisgn Engineers Involvement to ensure clarification and / or minor changes are initiated without affecting the agreed programme.
  • Provide the Contractors with such further information as is required enable shop drawings to be prepared.
  • Review the Engineering Services Contractor’s Submissions, for compliance with the design intent of the works as detailed in the Tender documents.
  • Visit the site periodically to become generally familiar with the Contractors installations and the quality of the work and to ensure that the works are proceeding in accordance with the Tender Documents, but in no way to “Supervise” or ” Programme” the works, this responsibility being vested with the contractors.
  • Assist the Client /Architect to obtain approval to authorization necessary for acceptance of the works by local authorities having jurisdiction over the works.
  • Provide continual input to the Professional Team to update and maintain a realistic construction programme.
  • Advise the Client / Architect on the preparation and issue of variation orders and site instructions as necessary for the execution of the works in accordance with the design intent as detailed in the Tender Documents or as subsequently modified by agreement.
  • Advise the Client / Architect on interim valuations and Issuance of Certificated payment from contractors as appropriate.
  • Provide a monthly cost estimate for inclusion by the Quantity Surveyor in an overall financial statement.
  • Assist and comment where appropriate, the preparation of the contractors final account.
  • Assist the Client / Architect on contractors’ commission procedures and performance tests and the inspecting the works on completion.
  • Assist the Client / Architect in interpretation and clarification in rendering decisions related to the works.
